had no objection to the omission of Article 4 which was
retained with the idea that the Japanese Goverment
might attach importance to it.
Your Excellency should therefore submit to the
Japanese Government the Revised Counter-Draft as pro-
posed by the Board of Trede, citting Article 4.
With reference to the request contained in the
penultimate paragraph of Your Excellency's above-
mentioned despatch that you might be supplied with
sither a full account or a précis of that part of the
proceedings at the International Industrial Property
Conference relating to unregistered carks, I transmit
to you herewith a Blue Book containing the Report of
the Delegatur at the Conference which, in the absence
of detailed reports of the proceedings of the
Comittees, is the only document to which I can use.

As regards the question of the inclusion of copy-
right in the proposed Convention, to which you refer
in the last paragraph of your above-mentioned despatch,
the Board of Trade are of opinion that it would be
preferable
